Create a new document 1920x1200 and the create new layer and fill in black, goto Layers/Leyer Styles/Gradient and follow these instuctions: Blend mode=normal, Opacity=49, Use black to white and tick reverse, Radial and the angle at 90, last but not least scale of 88.
Step 2
Create a new layer and fill in white, then goto Filter/Render/Lighting Effects and change the styles to RGB, Negative=68 Intensity, Narrow= 78 focus.
Step 3
Now goto Filter/Blur/Gaussian Blur and set it to 72 px radius and change the layer blende mode to Overlay.
Creat new layer and grab the paint bucket tool (G) and set the forground colour at #006e2e and fill layer.
Step 2
Create new layer and grab the gradient tool (G) and select you forground colour to #5e4707 and make sure your gradient is set to #5e4707 to clear and you should have an image like below.
Step 3
Now to add some text, i typed "UBL Tuts" using a font called "Hurry Up" but you can use any font you want to use. Keep the font black.
Start a new document at a size of 1900×1200. Click here to download this textured background picture and place it in to the picture and put the Opacity to 40%.
Step 2
Create new layer and fill with yellow and set the layer to Soft Light and Opacity to 30%

Create new layer and set the foreground colour to #9d640a and select brush i have selected this brush but if you dont have that brush just choose one which adds a little texture.
